Fernando Haddad has said since last year that he will leave his position as Finance Minister in February. For now, it appears that his successor will be his deputy minister, Dario Durigan, executive secretary, despite weak speculation regarding alternatives. The replacement should not lead to a change in economic policy, especially because the bulk of the Treasury program, public accounts, was decided by Lula, despite suggestions from Haddad. But there may be musical chairs in Finance, Planning and the Central Bank. Planning and Management can be merged, for example. Durigan can make changes. This is why speculation arose that Guilherme Mello, secretary of Economic Policy, could go to one of the two open positions on the board of directors of the Central Bank (one of them precisely that of Economic Policy, one of the three most important in monetary policy discussions). People from the government say that President Luiz Inácio Lula da Silva did not begin to discuss, internally, new names for the BC or changes in the Finance secretariats. Mello, the Secretary of Economic Policy, does not have the sympathy of "the market". It is the name of the Farm closest to Lula and the PT. This does not mean that he will go to the BC or that he will remain at the Treasury — it could be just the opposite. Columns Receive a selection of Folha columns in your email There are two vacant directorships at BC. The terms of Renato Gomes, director of Financial System Organization, and Diogo Guillen, of Economic Policy, the most influential director in monetary policy discussions in recent years (he took over during the years of Jair Bolsonaro), have ended. Lula awaits Gabriel Galípolo's suggestions. To complicate matters, the BC's leadership has become a subject of political discussion for regrettably new reasons. Dias Toffoli, minister of the STF, and Jhonatan de Jesus, minister of the TCU, took aggressive actions towards the BC management, because of the Master case. Worse still, "the fight continues", especially because attacking or demoralizing the authority that oversees the financial system could be a way of getting Daniel Vorcaro's case into trouble and even avoiding the total loss of money for those involved. Furthermore, the former owner of Master has many worried friends. WOMEN One of the vacant BC directorships must be occupied by a woman. Now, there is only one, Izabela Correa, director of Relationships, Citizenship and Conduct Supervision. The Copom has nine members, the president of the BC and eight directors of the institution. The Fed committee that decides where the U.S. benchmark interest rate goes has twelve voters. This year, five will be women. The Fed, Federal Reserve, is the Central Bank of the USA. The composition of the Federal Open Market Committee (Fomc, their Copom) is variable. Of the twelve voters, seven are always members of the Fed board, appointed by the US president and approved by the Senate. Another is the president of the New York Fed, which operates monetary policy. The other four members of the Fomc come from the other regional Feds, who occupy the voting seats on an annual basis. The Fed is made up of twelve regional banks, independent, non-profit corporations owned by banks in each region — they are not part of the government, although they were created by Congress. The women of the Fed: Michelle Bowman, vice president of supervision, and Lisa Cook, from the Fed Board; Beth Hammack, president of the Cleveland Fed; Lorie Logan of the Dallas Fed; Anna Paulson of the Philadelphia Fed.
